Where would we be if we were judged purely on our actions? An action happens at a moment in time and then that moment has passed. Actions cannot be changed; people can be changed.
The last - and perhaps greatest - example Christ gave us in His earthly life was the forgiveness of the crucified thief. An encounter with Christ changed the person. The action that brought him to that moment can never be changed, but the change in the person matters far more.
